Yes, let's get me started on the idea that Dorne would have been the perfect place to foster Arya because outside Bear Island it was the only place that women were allowed to learn to defend themselves. In Dorne Arya would have been allowed to be herself and still learn the subtleties needed as a woman in the man's world. She would have learned that sometimes acting the part of Lady could be just as dangerous as swinging the sword. But without having her desire to swing a sword looked down on.
I think it would have been interesting to have Arya foster in Dorne. However, the problem I see of that even happening is that the Starks and Martells fought on opposite sides in the Rebellion and I don't think it is ever stated if they blame the Starks for the deaths of Elia and her children and want vengeance against them like the Lannisters and Baratheons.
If she was being sent as some type of start of reconciliation between the two Kingdoms, then I could see that being plausible. But I don't think Ned would risk his daughter, especially one that potentially reminds people of Lyanna, without him clearly knowing the Martell's (at least public) views. For that reason, I would think Bear Island would have been the more plausible spot to foster her.
Despite that, it would be a very interesting interaction and change in the storyline to have that relationship set up, especially when the War of the Five Kings starts. Especially since Arya would probably be there instead of at King's Landing.
